Israeli strike on Iran nuclear program? Global leaders try to quiet speculation, threats.

Ahead of an IAEA report on Iran's nuclear program, China, Russia, Germany, and France have all urged calm.

The day before a new report on Iran's nuclear program is expected to be released, China spoke out against any use of force to stop the program's progress, but also urged Iran to "show flexibility and sincerity."

Based on leaks ahead of the official release, the report is expected to?reveal that Iran is further along in its nuclear program than previously believed. Those expectations have?already prompted a flurry of fighting words and, in response, efforts to tone down discussions among world leaders.?

According to the Associated Press, the report will "suggest that Iran made computer models of a nuclear warhead and include satellite imagery of what the IAEA [International Atomic Energy Agency] believes is a large steel container used for nuclear arms-related high explosives tests."

Iran, which has long insisted that its nuclear program is for civilian energy purposes, yesterday reiterated its assertion that it is not developing nuclear weapons. Agence France-Presse reports that President Mahmoud Ahmadinejad on Monday accused the US and Israel of seeking international support for a military strike on Iran, while Foreign Minister Ali Akbar Salehi said, ?We have repeatedly stated that we are not going to create nuclear weapons."

A senior US official told the AP that he expects the report's release will harden the resolve of American allies, particularly those in Europe, to put more pressure on Iran. The US government plans to use the report as leverage in its argument for expanding and strengthening current sanctions on Iran.

Unsurprisingly, Israel is in the spotlight. In August 2010, Jeffrey Goldberg wrote a piece for the Atlantic based on conversations with former and current Israeli government officials that predicted that Israel, nervous about Iran's nuclear capabilities, would bomb Iran by July 2011. That prediction did not bear out, but this IAEA report has revived speculation, fanned by comments from Israeli officials, that a strike on Iran is still on the table.

On Sunday, Israeli President Shimon Peres, who is a former Nobel peace laureate but lacks significant executive power in his current post, said that an attack on Iran was becoming more likely, according to the BBC. On Tuesday, Defense Minister Ehud Barak equivocated, saying that he did not think the international community had the will to impose tougher sanctions, but that Israel had made no military decisions of its own on Iran, the Jerusalem Post reports. He also said that Israel did not feel obligated to get US approval for a strike on Iran.

Obama: GOP wants 'to gut investments in education' (AP)

WASHINGTON ? President Barack Obama chided congressional Republicans Tuesday for "trying to gut our investments in education," and announced new steps to tackle early childhood education that won't require legislation.

Speaking at a Head Start center in politically important Pennsylvania, Obama said boosting the nation's education system at all levels is an economic imperative because it puts young people on the path toward obtaining good jobs later in life.

The president said his administration has been able to work on education reform with mayors and governors in both parties. But congressional Republicans, he said, have stood in the way of his efforts to revamp the No Child Left Behind law and blocked a proposal in the president's job bill that the White House said would have kept 400,000 teachers in the classroom.

"If Congress continues to stand only for dysfunction and delay, I'm going to move forward without them," Obama said.

Under the new rules Obama announced on Tuesday, lower-performing Head Start programs that fail to meet a new set of benchmarks will be required to compete for federal funding.

The new standards mandate that poorly performing programs will have to compete for funding if they have deficiencies discovered in their onsite review, fail to establish and use school-readiness goals for children, or demonstrate low performance in the classroom quality evaluation.

Going forward, all Head Start grants will be good for five years. After that time, each program's performance will be re-evaluated to determine whether it is meeting the benchmarks or must compete for another grant.

"We're just not going to put money into programs that don't work. We will take money and put them into programs that do," Obama said during his quick trip to Pennsylvania.

The Head Start program provides preschool for 900,000 low-income children. Administration officials estimate about one-third of Head Start programs will be affected by the new standards.

The announcement is the latest step in the administration's effort to show a contrast between the president and Republicans. With the GOP having blocked action on the president's $447 billion jobs bill last month, the White House is refocusing on smaller measures the president can take with congressional approval.

Those measures include steps to allow more homeowners to refinance their mortgages, lessen the burden of student loan debt, and give military veterans access to career counseling and job search programs.

We have no notion of price or availability, but the regulatory paperwork does at least reveal how it works: the controller triggers still or video recording via Bluetooth and the accompanying LiveAction app, and it also houses a detachable stand for propping your phone up on a "variety of surfaces." Stop-motion shenanigans spring to mind, but the more obvious use is for group photos -- and you might consider pairing it with one of these to avoid cropping heads.

Sony to limit sharing of Playstation Network games on multiple PS3s and PSPs (Digital Trends)

If you have multiple Playstation 3 consoles or PSPs tied to your Playstation Network account, you may have to make some decisions soon regarding which systems to favor.

Over at the UK Playstation Blog, Sony has announced plans to limit the number of systems a downloaded game can be played on. The restriction takes effect November 18, and though it?s a UK-only rule at this point, the policy is likely to make its way to the North American market, too.

According to the new limit, any game downloaded via the Playstation Network after November 18 can be ?activated? on a maximum of two Playstation 3 consoles or two PSP systems. (This includes the PSPgo.)

Gamers who need to decide which system to favor will be able to manage their activated games through each device, and Sony will also create a new online tool for deciding which systems are associated with your Playstation Network account.
